Background and purpose

Under the revised Energy Performance of Buildings Directive (EPBD, 2024), Member States are preparing National Building Renovation Plans (NBRPs) to be submitted by December 2025
We need to ensure that renovation policies are socially fair, inclusive, and effective in reaching low-income and energy-poor households. 

To support this crucial last-mile work, FEANTSA has developed the Inclusive NBRP Guidance – a practical policy companion that translates EPBD social fairness requirements into actionable checklists, safeguards, and financing models. 

This webinar, targeted to officials working on the plans, and anyone interested in socially inclusive renovation plans, will guide making NBPRs policy measures socially inclusive, while also delivering requirements of the EPBD,  and highlight examples that could serve as inspiration for renovation plans to upscale socially inclusive renovation programs. 

 

Objectives 

  • Present FEANTSA’s Inclusive NBRP Guidance and its main policy recommendations. 
  • Showcase practical examples of inclusive renovation design from Hungary and France
  • Discuss how to embed social safeguards, inclusive financing, and targeted measures in NBRPs before December submissions.
  • Facilitate an open dialogue between national ministries, EU institutions, and civil society on ensuring that no one is left behind in the Renovation Wave.
